Meanwhile, Tafoya played his own crooked tune, teaming up with a Compton councilman to secure permits for a client willing to pay. It’s as though they thought Baldwin Park was their personal Monopoly board—except this time, they weren’t just stealing from the bank; they were robbing the trust of every damn resident.

This isn’t just about two bad apples. Corruption has been marinating in the system for years. Former Baldwin Park councilman Richard Pacheco kicked things off in 2017 when he decided cannabis permits weren’t just for businesses—they were for sale. The rot spread quickly, infecting everyone from a San Bernardino planning commissioner to council members looking for their next score.
